Title: Outreach and Intake Coordinator (O/I)

Reports To: Program Coordinator, Kate Kirkwood

Employment Details: Employee Full-Time (40 hours/week) Windham County, Supervised by Sheriff Mark Anderson (HUD Project Director) and Windham County Staff, County Benefits negotiable.

Compensation: $25/hour for 40 hours/week (currently funded for 156 weeks, but anticipated to continue with other funding)

Position Overview

The Outreach and Intake Coordinator (O/I) will play a critical role in supporting the Windham County Lead Hazard Control and Healthy Homes Capacity Building Program by conducting targeted outreach and intake activities to engage communities and ensure the success of lead hazard mitigation efforts. This position involves outreach, intake services, contractor engagement, and training coordination. The O/I will work closely with landlords, realtors, childcare providers, school groups, private homeowners, and parents of EBL (Elevated Blood Lead) children to raise awareness about the risks of lead exposure and connect them with available resources. The O/I will also coordinate contractor registration and payment for State of VT and federal certification and licensing.

Key Responsibilities

  1. Community Outreach and Engagement
    • Assist the Program Manager (PM) by presenting targeted outreach and intake sessions in the community.
    • Engage with landlords, realtors, childcare providers, school groups, private homeowners, and parents of EBL children to raise awareness about lead exposure risks and available resources.
    • Plan and participate in outreach events and collaborate with community partners to distribute educational materials.
    • Schedule and facilitate contractor training for Lead Abatement and RRPM contractors and coordinate with other grantees in the state to build statewide capacity of licensed workers and supervisors.
  2. Client Intake and Application Support
    • Assess client applications to determine income eligibility of unit occupants.
    • Provide assistance to property owners and occupants in completing intake applications.
    • Prioritize and maintain a waiting list of property owners based on program criteria.
    • Ensure applications are complete with all required documentation, including income verification.
    • Collect contractor applications and verify their certification, qualifications, and insurance compliance with program requirements.
  3. Relocation and Project Documentation
    • Arrange for the temporary relocation of occupants during lead hazard control work.
    • Maintain thorough photo documentation of project sites, including “before and after” records, for official reporting and promotional use on social media.
  4. Training Coordination
    • Promote free Renovation, Repair, Painting and Maintenance (RRP/M) and Lead Abatement classes to contractors.
    • Collaborate with the PM (Program Manager) and PC (Program Coordinator) to establish a robust contractor training program.
    • Encourage certified contractors to complete lead hazard control work for other Vermont grantees to gain experience before bidding on Windham County projects.
    • Arrange Lead Inspector/Risk Assessor (LI/RA) training for staff, including coordinating with out-of-state instructors when necessary.
    • Assist in registering participants for Lead Abatement and RRP/M training sessions managed by the PM, ensuring training locations meet EPA and State of Vermont requirements.
    • Schedule biannual Fair Housing training sessions for staff and landlords, provided in both Spanish and English to accommodate the county’s 23% Spanish-speaking population.
  5. Collaboration and Reporting
    • Work collaboratively with the PM and PC to ensure program goals are met.
    • Report outreach, intake, and training activities accurately and on time.
    • Contribute to public-facing communications, including success stories for social media and official reports.

Qualifications

  • Bachelor’s degree in Public Health, Social Work, Community Development, or a related field, or equivalent experience.
  • Minimum of 5 years’ experience in outreach, community engagement, or program coordination.
  • Strong organizational skills with attention to detail in documentation and reporting.
  • Proficiency in Microsoft Office Suite and data management systems.
  • Familiarity with lead hazard control work, EPA standards, and relevant training programs (preferred).
  • Bilingual proficiency in English and Spanish is highly desirable.
  • Ability to travel locally and out-of-state for training and program activities.

Work Environment

Mix of office, fieldwork, and community settings.

Occasional evening and weekend work required for outreach events and training sessions.
