Program Manager
Windham County Lead Hazard Control and Healthy Homes Capacity Building Program
Title: Program Manager (P/M)
Reports to: Program Coordinator, Kate Kirkwood
Employment Details: Employee Full-Time (40 hours/week) Windham County, Supervised by Sheriff Mark Anderson (HUD Project Director) and Windham County Staff, County Benefits negotiable.
Salary: $30/hour; 40 hours/week (currently funded for 156 weeks, but anticipated to continue with other funding)
Position Overview
The Program Manager (PM) will be responsible for the day-to-day implementation of policies and procedures to build capacity for a larger Lead Hazard Control and Healthy Homes (LHCHH) program, anticipated to be launched within 2-3 years. This individual will collaborate closely with the Program Coordinator (PC), Project Director (PD), and other stakeholders to establish a program serving all 23 towns and cities in Windham County. The goal of this program is to reduce childhood lead poisoning in Windham County by increasing blood lead level testing of children, identifying high risk properties and communities and providing education, outreach and lead abatement services in these areas. The person will coordinate and work with other staff and contractors who will be providing contractor training and certification to create a workforce to abate these units, engaging landowners and housing providers to see the value of abatement for their properties, and to benefit the community by providing affordable housing in the remediation of hazardous housing units.
Key Responsibilities
- Administrative Duties (10 hours/week; 25%)
- Plan and develop program initiatives along with the program Outreach and Intake Coordinator, as well as other program staff.
- Attend community meetings to describe the program and its objectives.
- Review budgets and provide general oversight of staff and program activities.
- Collaborate with the PD (Project Director) and PC (Program Coordinator) to develop policies for:
- Intake and outreach.
- Training and certification of contractors.
- Inspection and remediation processes.
- Direct Service and Community Engagement (20 hours/week; 50%)
- Attend health fairs, school events, and other community gatherings.
- Develop and deliver targeted outreach materials and presentations for families and caregivers of children under 6.
- Educate families, schools, and childcare providers on the risks of childhood lead poisoning.
- Collaborate with local training providers to schedule and promote contractor training and certification classes (RRP/M and Lead Abatement, as well as Lead Inspectors/Risk Assessors).
- Build partnerships with stakeholders, including visiting nurses, home health agencies, landlord groups, single-family homeowners, weatherization programs, and state regulatory agencies.
- Support the development of a pipeline of property owners and contractors for lead hazard control initiatives.
- Program Awareness and Outreach (10 hours/week; 25%)
- Organize mobile blood lead level testing events.
- Launch social media campaigns to promote program awareness.
- Develop and manage a program website.
- Present at career days and other public forums.
- Distribute lead safety literature and program information to town offices, schools, and community organizations.
Year Three Focus
- Develop an application process for property intake.
- Contract with a Lead Inspector Risk Assessor (LI/RA) for property inspections.
- Review and prioritize unit applications for lead hazard control.
- Collaborate with the LI/RA to create work scopes and bidding processes.
- Interview and hire certified contractors to create a pool for lead abatement projects.
Qualifications
- Proven experience in program management, community outreach, or public health initiatives.
- Strong communication and organizational skills.
- Ability to collaborate with diverse stakeholders, including government agencies, contractors, and community organizations.
- Familiarity with lead hazard control, healthy homes initiatives, or related fields is preferred.
- Commitment to building community capacity and promoting public health.
- Familiarity with lead hazard control work, EPA standards, and relevant training programs (preferred).
- Bilingual proficiency in English and Spanish is highly desirable.
- Ability to travel locally and out-of-state for training and program activities.

Part-time Custodian
The Windham County Sheriff's Office is seeking a part time custodian for 20 hours a week!
Class Definition: Manual work involving custodial care of county offices, buildings and grounds. Functions as crew leader and responsible for janitorial supplies and equipment requisitions, distribution, and care. Duties are performed primarily at the Sheriff’s Office under the direct supervision of the County Sheriff or his/her designee and indirect supervision of county assistant judges. Location is subject to change.
Examples of Work: Performs cleaning and housekeeping duties. Engages with outside vendors and contractors for regular inspections and maintenance, as approved by supervisor. Requisitions janitorial and housekeeping supplies. Operates motorized floor care and/or ground care equipment. Perform grounds keeping, snow removal, lawn mowing, painting, carpentry, minor mechanical repairs, landscaping, cleaning, trash removal, and recycling. May be responsible for securing building. Performs related work as required.
Environmental Factors: Duties are performed during an assigned shift at a county owned or leased building. Must be able to work outdoors in all types of weather. Good physical condition and ability to climb ladders and lift heavy weights and equipment (up to 60 lbs.) is necessary. Some overtime, weekend or evening work may be required. Travel may be required for which private means of transportation must be available.
Knowledge, Skills and Abilities: Considerable knowledge of methods, materials, and equipment used in providing custodial services. Physical ability sufficient to perform job duties. Knowledge of purchase and requisition procedures. Knowledge of computer use for online training, timesheet entry and e-mail. Ability to operate building custodial equipment. Position Overview
The Outreach and Intake Coordinator (O/I) will play a critical role in supporting the Windham County Lead Hazard Control and Healthy Homes Capacity Building Program by conducting targeted outreach and intake activities to engage communities and ensure the success of lead hazard mitigation efforts. This position involves outreach, intake services, contractor engagement, and training coordination. The O/I will work closely with landlords, realtors, childcare providers, school groups, private homeowners, and parents of EBL (Elevated Blood Lead) children to raise awareness about the risks of lead exposure and connect them with available resources. The O/I will also coordinate contractor registration and payment for State of VT and federal certification and licensing.
Key Responsibilities
- Community Outreach and Engagement
- Assist the Program Manager (PM) by presenting targeted outreach and intake sessions in the community.
- Engage with landlords, realtors, childcare providers, school groups, private homeowners, and parents of EBL children to raise awareness about lead exposure risks and available resources.
- Plan and participate in outreach events and collaborate with community partners to distribute educational materials.
- Schedule and facilitate contractor training for Lead Abatement and RRPM contractors and coordinate with other grantees in the state to build statewide capacity of licensed workers and supervisors.
- Client Intake and Application Support
- Assess client applications to determine income eligibility of unit occupants.
- Provide assistance to property owners and occupants in completing intake applications.
- Prioritize and maintain a waiting list of property owners based on program criteria.
- Ensure applications are complete with all required documentation, including income verification.
- Collect contractor applications and verify their certification, qualifications, and insurance compliance with program requirements.
- Relocation and Project Documentation
- Arrange for the temporary relocation of occupants during lead hazard control work.
- Maintain thorough photo documentation of project sites, including “before and after” records, for official reporting and promotional use on social media.
- Training Coordination
- Promote free Renovation, Repair, Painting and Maintenance (RRP/M) and Lead Abatement classes to contractors.
- Collaborate with the PM (Program Manager) and PC (Program Coordinator) to establish a robust contractor training program.
- Encourage certified contractors to complete lead hazard control work for other Vermont grantees to gain experience before bidding on Windham County projects.
- Arrange Lead Inspector/Risk Assessor (LI/RA) training for staff, including coordinating with out-of-state instructors when necessary.
- Assist in registering participants for Lead Abatement and RRP/M training sessions managed by the PM, ensuring training locations meet EPA and State of Vermont requirements.
- Schedule biannual Fair Housing training sessions for staff and landlords, provided in both Spanish and English to accommodate the county’s 23% Spanish-speaking population.
- Collaboration and Reporting
- Work collaboratively with the PM and PC to ensure program goals are met.
- Report outreach, intake, and training activities accurately and on time.
- Contribute to public-facing communications, including success stories for social media and official reports.
Qualifications
- Bachelor’s degree in Public Health, Social Work, Community Development, or a related field, or equivalent experience.
- Minimum of 5 years’ experience in outreach, community engagement, or program coordination.
- Strong organizational skills with attention to detail in documentation and reporting.
- Proficiency in Microsoft Office Suite and data management systems.
