Description: On January 14th, 2023, at approximately 0015 hours, deputies with the Windham County Sheriff's Office, assigned to a highway safety detail, were on Rt. 103 in Rockingham, VT. Deputies observed a vehicle traveling southbound in excess of 80 mph in a posted 50 mph area.

A deputy attempted to stop the vehicle. In doing so, the vehicle rapidly accelerated and turned off its lights. The vehicle continued at an extremely high rate of speed, now on US Rt. 5 in Rockingham south bound towards Bellows Falls where deputies terminated the attempt to stop.

With the assistance of the Bellows Falls Police and Walpole (NH) Police Department, the vehicle in question was located at the intersection of Morgan St. and Pond Rd. in Bellows Falls. The vehicle had its exterior lights turned off and then fled law enforcement again traveling at an extremely high rate of speed on Rockingham St., The Square, and Westminster St. in Bellows Falls. The vehicle in question operated in a gross negligent manner.
Deputies, along with Walpole PD and Bellows Falls PD were able to observe the vehicle on US Rt. 5 in Westminster after having discontinued the attempt to stop. The vehicle later left the State of Vermont and into Walpole, NH.

After an investigation by the Windham County Sheriff's Office with the assistance of the Walpole Police Department, the operator was identified as, Christopher A. Fagans. Fagans turned himself into deputies at the Windham County Sheriff's Office on 2/10/23 and was arrested. Fagans was released on citation to appear at a later date.
