Description: On April 10th, 2026, at approximately 10:52 pm, Deputies with the Windham County Sheriff's Office were dispatched to an address on Bellows Falls Rd. (US Rt 5) in the Town of Putney. This was for a report of a disorderly male. A caller reported James R. Rowe being outside their residence and acting in a disorderly manner. The caller barricaded themselves in their home while deputies were responding.
Rowe was on active court conditions prohibiting him from leaving his property. Rowe was located in the woods and when deputies attempted to take Rowe into custody, he fled on foot. After following Rowe up an adjacent roadway, Rowe, who was still acting in a disorderly and an agitated state, was subdued and taken into custody. Rowe resisted arrest, but was ultimately secured without anyone being injured. Rowe was transported to the Windham County Sheriff's Office for processing. He was ordered held on $200 cash or surety bond with conditions and issued a criminal citation to appear on 4/13/26 at 12:30 pm. Rowe was lodged at the Southern State Correctional Facility.
