Windham County Lead Hazard Control and Healthy Homes Capacity Building Program

Title: Program Manager (P/M)

Reports to: Program Coordinator, Kate Kirkwood

Employment Details: Employee Full-Time (40 hours/week) Windham County, Supervised by Sheriff Mark Anderson (HUD Project Director) and Windham County Staff, County Benefits negotiable.

Salary: $30/hour; 40 hours/week (currently funded for 156 weeks, but anticipated to continue with other funding)

Position Overview

The Program Manager (PM) will be responsible for the day-to-day implementation of policies and procedures to build capacity for a larger Lead Hazard Control and Healthy Homes (LHCHH) program, anticipated to be launched within 2-3 years. This individual will collaborate closely with the Program Coordinator (PC), Project Director (PD), and other stakeholders to establish a program serving all 23 towns and cities in Windham County. The goal of this program is to reduce childhood lead poisoning in Windham County by increasing blood lead level testing of children, identifying high risk properties and communities and providing education, outreach and lead abatement services in these areas. The person will coordinate and work with other staff and contractors who will be providing contractor training and certification to create a workforce to abate these units, engaging landowners and housing providers to see the value of abatement for their properties, and to benefit the community by providing affordable housing in the remediation of hazardous housing units.

Key Responsibilities

  • Administrative Duties (10 hours/week; 25%)
    • Plan and develop program initiatives along with the program Outreach and Intake Coordinator, as well as other program staff.
    • Attend community meetings to describe the program and its objectives.
    • Review budgets and provide general oversight of staff and program activities.
    • Collaborate with the PD (Project Director) and PC (Program Coordinator) to develop policies for:
      • Intake and outreach.
      • Training and certification of contractors.
      • Inspection and remediation processes.
  • Direct Service and Community Engagement (20 hours/week; 50%)
    • Attend health fairs, school events, and other community gatherings.
    • Develop and deliver targeted outreach materials and presentations for families and caregivers of children under 6.
    • Educate families, schools, and childcare providers on the risks of childhood lead poisoning.
    • Collaborate with local training providers to schedule and promote contractor training and certification classes (RRP/M and Lead Abatement, as well as Lead Inspectors/Risk Assessors).
    • Build partnerships with stakeholders, including visiting nurses, home health agencies, landlord groups, single-family homeowners, weatherization programs, and state regulatory agencies.
    • Support the development of a pipeline of property owners and contractors for lead hazard control initiatives.
  • Program Awareness and Outreach (10 hours/week; 25%)
    • Organize mobile blood lead level testing events.
    • Launch social media campaigns to promote program awareness.
    • Develop and manage a program website.
    • Present at career days and other public forums.
    • Distribute lead safety literature and program information to town offices, schools, and community organizations.

Year Three Focus

  • Develop an application process for property intake.
  • Contract with a Lead Inspector Risk Assessor (LI/RA) for property inspections.
  • Review and prioritize unit applications for lead hazard control.
  • Collaborate with the LI/RA to create work scopes and bidding processes.
  • Interview and hire certified contractors to create a pool for lead abatement projects.

Qualifications

  • Proven experience in program management, community outreach, or public health initiatives.
  • Strong communication and organizational skills.
  • Ability to collaborate with diverse stakeholders, including government agencies, contractors, and community organizations.
  • Familiarity with lead hazard control, healthy homes initiatives, or related fields is preferred.
  • Commitment to building community capacity and promoting public health.
  • Familiarity with lead hazard control work, EPA standards, and relevant training programs (preferred).
  • Bilingual proficiency in English and Spanish is highly desirable.
  • Ability to travel locally and out-of-state for training and program activities.

  • Cultural Sensitivity: Experience working with multicultural populations, including Spanish-speaking communities. Experience working with Section 3 businesses and individuals desired.

Work Environment

Mix of office, fieldwork, and community settings.

Occasional evening and weekend work required for outreach events and training sessions.
