Description: On the aforementioned date and time, a Deputy with the Windham County Sheriff's Office received a call for a vehicle down over an embankment near the river in the area of VT Route 100 and Winhall Hollow Road.

Upon making contact with the operator, clues of impairment were observed. The Operator Carolina J Harris was arrested after investigation. Harris was then transported to the Windham County Sheriff's Office for processing. Harris was later released on a citation to appear at the Windham Superior Court Criminal Division at a later date.

During the stop, it was discovered Brian's privilege to drive in the state was suspended. He was released on a citation to appear in the Windham Superior Court, Criminal Division at a later date. Description: On February 26th, 2026 a deputy with the Windham County Sheriff's Office patrol division was monitoring traffic on Main Street in Putney, Vermont. At approximately 1945 hours the deputy observed a silver pickup truck traveling north on Main Street without Tail lights activated. A traffic stop was conducted and further investigation revealed that the Vermont Registration plates attached to the truck did not come back to the vehicle that was stopped. The operator was identified as Dalton Kissell, Age 35 of Westminster, Vermont.

The Deputy further learned on scene that Kissell's Privilege to operate in Vermont was criminally suspended and placed Kissell under arrest. Kissell was processed at the Windham County Sheriff's Office and released on a citation to appear before the Windham Superior Court, Criminal Division at a later date.

Kissell was also issued two civil tickets for his subsequent motor vehicle violations

Turco was processed at the Windham County Sheriff's Office and held at Southern State Correctional Facility until sober.
