PUBLIC FORUM: Fair & Impartial Policing in Windham County with Discussion of Proposed Changes around Immigration

Join the Windham County Sheriff’s Office and the Windham County No Más Polimigra Campaign for a public discussion about proposed reforms to the Sheriff’s Fair and Impartial Policing Policy (FIPP) related to immigration status. The meeting will take place on September 12 from 5:30-7:30 p.m. via Zoom.

The forum will include brief presentations about the FIPP, the proposed reforms, and the perspectives of the Sheriff’s Office and the No Más Polimigra campaign about these proposals. Following those presentations, residents of Windham County will be invited to participate with questions or comments. Moderators will be Betsy Williams and Debbie Lynangale.

Criminal DLS/ Violation of Conditions Arrest-Westminster

Description:

On August 5th, 2023 at approximately 2100 hours a Grey Chrysler was observed traveling 52 MPH in the posted 35 MPH speed zone. A traffic stop was initiated and during the investigation it was learned that Adam S. Harrington was Criminally suspended from operating a motor vehicle. Deputies also learned Harrington violated his court ordered conditions of released due to his actions.

Harrington was released on a citation to appear at Windham Superior Court, Criminal Division on the August 30th, 2023. The passenger in the vehicle had a valid Vermont drivers license and was informed to take control of the vehicle.

Description:

On August 2nd, 2023, deputies with the Windham County Sheriff's Office responded to a reported domestic disturbance on Taylor Rd in the town of Putney. During the investigation it was found that Serena D Taylor DOB: 11/06/1980 committed the above offense and was subsequently arrested at the residence.

Serena was transported to the Windham County Sheriff's Office where she was processed and released on court ordered conditions of release and a citation to appear at Windham Superior Court, Criminal Division on the next day.

Description: On July 28th, 2023, at approximately 1513 hours, a deputy observed a vehicle driving erratically north on US Rt. 5 in the Town of Dummerston, VT. The deputy conducted a traffic stop. During the course of the stop signs of impairment were observed on the operator, Raymond R. Denny Jr. Denny was screened and subsequently arrested for DUI. It should be further noted that there was a child in the vehicle at the time of the interaction.

Denny was processed at the Windham County Sheriff's Office and released to a sober adult with a criminal citation for the charges of DUI#2 and cruelty to a child.

During the stop it was discovered that Adam's privilege to drive in the state was suspended, also during the stop it was discovered that there was an warrant out for his arrest also. He was released on 2 citations into the Windham Superior Court, Criminal Division at a later date.

Derby was then transported to the Southern State correctional facility.

Description: On July 22nd, 2023, at approximately 2000 hours, a deputy with the Windham County Sheriff's Office observed an operator of a motor vehicle utilizing and electronic device in their hand. The vehicle was stopped shortly thereafter. After contacting the operator, indicators of drug impairment were observed by the deputy. During the course of the investigation, consent to search the vehicle was given and cocaine was located inside the vehicle along with marijuana. The operator, Juan J. Rivera of Springfield, MA was arrested soon after for DUI-Drugs.

Rivera was arrested and transported to the Windham County Sheriff's Office where he was processed and later released on a criminal citation to appear at a later date.

Description: On July 15th, 2023, at approximately 2009 hours, deputies from the Windham County Sheriff's Office were dispatched to a reported vehicle off the road on US Rt. 5 near Piggery Rd. in the Town of Westminster.

Upon arrival the deputies located a vehicle off the roadway at the aforementioned location. Subsequent investigation revealed, the operator, Joshua B. Labombard, was under the influence of alcohol rendering him unsafe to operate a motor vehicle. He was arrested and processed at the Bellows Falls Police Department.

Labombard was processed and released on a criminal citation to appear at a later date.
