DUI #1 Arrest - Westminster

Accused: Matthew Shanks

Charges:

1) Driving Under the Influence First Offense

Description: On the aforementioned date and time a deputy with the Windham County Sheriff's Office conducted a motor vehicle stop on Route 5 in the Town of Westminster Vermont after a black 2025 Ford Expedition speeding. Subsequent investigation revealed that the operator identified as Matthew Shanks of Westminster Vermont was impaired by alcohol and unsafe to operate a motor vehicle. Shanks was placed under arrest and transported to the Windham County Sheriff's Office for processing.

Shanks was then released to a sober adult and issued a Vermont Criminal Citation to appear before the Windham Superior Court, Criminal Division at a later date.

Negligent Operation Arrest-Vernon

City & State of Residence: Winchester, NH

Charges:Negligent Operation

Description: On the above date and time, Deputy with the Windham County Sheriff's Office was on scheduled patrol the town of Vernon when he observed a moving violation. As the Deputy attempted to conduct a traffic stop, the operator accelerated rapidly and began passing multiple vehicles at a high rate of speed. The vehicle was eventually stopped behind a nearby factory. The operator was identified as 50 year old Matthew L. Dix of Winchester, NH. Dix was taken into custody without further incident and was brought to the Windham County Sheriff's Office for processing. Dix was cited to appear in Windham County Superior Court at a later date.

Negligent Operation and Excessive Speed in Rockingham

Accused: Walker H. Wilbur
Age: 25
City & State of Residence: Richmond, NH

Charges:
1) Negligent Operation of a Motor Vehicle
2) Excessive Speed

Description: On 12/20/25 at approximately 1530 hours, Walker H. Wilbur was stopped after the vehicle he was operating was observed to be traveling 110 mph in the posted 65 mph zone. Walker was released from the scene on a citation to appear in the Windham Superior Court, Criminal Division at a later date. He was also issued traffic tickets for the civil speeding violation and for operating without a valid operator's license as his privilege to operate in NH was under suspension.

BRATTLEBORO -- The Windham County Sheriff's Office is proud to announce the following recipients given on December 13th, 2025. Sheriff Mark R. Anderson presented the awards at the 10th Annual Awards Ceremony to recognize the department's personnel:


The Sheriff's Merit Award was presented to Deputy David Eldridge for his exceptional dedication to serving civil process and conducting prisoner extraditions with unwavering professionalism. His consistent commitment to excellence and reliability has upheld the highest standards of the Windham County Sheriff’s Office. From 2021 to present, Deputy Eldridge has demonstrated unwavering devotion to duty, ensuring the confidence and integrity of each mission. His actions reflect great credit upon himself and the Sheriff's Office.


Detective Sergeant Mario Checchi was recognized as Deputy of the year for his excellent and continued dedication to the Office and to Windham County, as recognized by superiors, peers and the public in 2025.

Dispatcher Jacquelyn Crespo was recognized as Civilian of the Year for her outstanding commitment, innovative approach, and strong leadership, consistently finding solutions and advancing the department’s success and mission as recognized by superiors, peers and the public in 2025.


The Distinguished Employee Award was presented to:

Deputy Thomas Raymond was recognized for his unwavering reliability, kindness, and work ethic—qualities that make him respected and valued by all.

Dispatch Supervisor Sandy Boyd was recognized for her inspiring commitment, leadership, and steady presence, helping dispatch operations run smoothly each day.
