Criminal DLS/Violation of Conditions Arrest- Rockingham

Description:

On September 16th,2023 a deputy working for the Windham County Sheriff's Office patrol division was working on a Governor's Highway Safety Program detail in the town of Rockingham. The deputy observed a vehicle travelling at a speed greater than the posted speed limit and initiated a traffic stop. During the course of the investigation the deputy learned that Orion K. Pfenning was operating a motor vehicle while criminally suspended.

Pfenning was taken into custody and transported to the Bellows Falls Police Department for processing. During the course of processing deputies learned that Pfenning also violated his conditions of release. Pfenning was ultimately cited for both offences to appear at the Windham Superior Court Criminal Division at a later date.

Description:

On September 16th,2023 a deputy working for the Windham County Sheriff's Office patrol division was working on a Governor Highway Safety Program detail in the town of Brattleboro. While patrolling the deputy observed a vehicle turn in front of him with a obstructed license plate. A traffic stop was initiated and during the course of the investigation the deputy learned that Ethan R, Dix was operating a motor vehicle while criminally suspended.

Dix was taken into custody and transported to the Windham County Sheriff's Office for processing. Dix was released on a citation to appear at the Windham Superior Court criminal division at a later date.

Description: On September 13th, 2023, at approximately 2145 hours, a deputy with the Windham County Sheriff's Office observed a vehicle commit a moving violation on US Rt. 5 near the I91 Access Rd. in Westminster, VT. The vehicle was stopped in a nearby business parking lot. The operator, Samantha Chiu, was found to have an active arrest warrant for failure to appear. She was taken into custody and transported to the Southern State Correctional Facility for lack of bail.

Description: On September 15th, 2023, at approximately 1815 hours, a deputy with the Windham County Sheriff's Office observed Matthew Lawrence walking alongside US Rt. 5 in the Town of Westminster. Lawrence had an active arrest warrant for failure to appear. The deputy observed Lawrence get into a vehicle stopped alongside US Rt. 5 shortly thereafter. A traffic stop was conducted on Westminster St. in Bellows Falls near the aforementioned location.

Lawrence taken into custody soon after. He was transported to the Bellows Falls Police Department for processing. After, he was lodged at the Southern State Correctional Facility for lack of bail.

Description: On 09/05/23 at approximately 1029 hours, Sloan Forstom was arrested by the Windham County Sheriff's Office after the vehicle he was operating was observed traveling 84 mph in the posted 50 mph speed zone on VT Route 103. Sloan was released from the scene on a citation to appear in the Windsor Superior Court, Criminal Division at a later date. He was also issued a traffic ticket for the civil speeding violation.

Charges: Violation of Conditions of Release

Description: On August 27th, 2023, at approximately 00:11 hours, a deputy assigned to a highway safety detail conducted a traffic stop on Interstate 91 northbound near MM29 in the Town of Westminster, VT. The deputy observed this vehicle traveling in excess of the posted speed limit.

The operator, identified as Charles L. Foster, of Enfield, CT was found to be on active court ordered conditions out of Orange County. Foster was found to be in violation of his court ordered conditions and subsequently arrested soon after. Foster was processed at the Bellows Falls Police Department where he was ordered held on $200 cash or surety bond. He was lodged at the Southern State Correctional Facility soon after.

Description:

On August 5th, 2023 at approximately 2100 hours a Grey Chrysler was observed traveling 52 MPH in the posted 35 MPH speed zone. A traffic stop was initiated and during the investigation it was learned that Adam S, Harrington was Criminally suspended from operating a motor vehicle. Deputies also learned Harrington Violated his conditions of released due to his actions.

Harrington was released on a citation to appear at Windham Superior Court, Criminal Division on the August 30th, 2023. The passenger in the vehicle had a valid Vermont drivers license and was informed to take control of the vehicle.

Description:

On August 30th 2023, the Windham County Sheriff's Office received a report of a physical altercation in the bathroom of the Bellows Falls Union High School. A investigation determined that an assault had been committed against another classmate. The Juvenile was cited to appear in the Windham Superior Court Family Division at a later date and released to a parent.

Windham County Sheriff's Office does not release names of juveniles as they are protected.
