Description: On June 6th, 2026, deputies with the Windham County Sheriff's Office were notified of a motor vehicle accident on Mill Street in Putney, Vermont.

Deputies arrived on scene and subsequently learned that one of the operators had left the scene prior to the deputies' arrival and was seen loading alcoholic beverages into a cooler before leaving the scene on foot.


Deputies identified the operator as David Lackey of Putney, Vermont and located him at his residence. Lackey was subsequently placed under arrest and transported to the Windham County Sheriff's Office for processing. Lackey was then issued a criminal citation to appear before the Windham Superior Court, Criminal Division on June 16th, at 0830.

1) Violation of Conditions of release

Description: On June 5th, 2026, at approximately 2047 hours a Deputy with the Windham County Sheriff's Office went to an address on Davidson Hill Road after receiving information that Caleb Crum was possibly at a residence and violating his court ordered conditions of release.

When the deputy arrived, Crum was observed inside of the residence and then was seen running upstairs. Additional deputies were requested and a perimeter was established while attempts were made to have Crum surrender himself.

Crum has court ordered conditions of release to not have contact with the victim at this residence and to not knowingly place himself in or on the property.

Crum eventually exited the residence and surrendered himself to deputies on scene. Crum was placed under arrest and transported to the Windham County Sheriff's Office to be processed. Crum was then issued a flash cite to appear before the Windham Superior Court, Criminal Division on Monday June 8th, 2026 at 1230.

DUI Drug Arrest - Westminster

2) Possession of Methamphetamine
3) Possession of Fentanyl

Description: On May 28th, 2026 deputies with the Windham County Sheriff's Office were dispatched to the Parking lot of the Fit Body Boot Camp in Westminster, Vermont reportedly for a male passed out behind the wheel.

While deputies were enroute they were updated that the male had since woken up and drove from the property. Members of the Bellows Falls Police Department located the vehicle on Cemetery Road and shortly after made contact with the operator.

Deputies arrived soon after and identified the operator as Robert F. Randall. While speaking with Randall deputies noticed signs of drug impairment and requested Randall submit to Standardized Field Sobriety exercises. At the conclusion of these tests Randall was placed under arrest and during a search of his person deputies located suspected methamphetamine.

Deputies also conducted a consent search of his motor vehicle where several glassine bags of suspected Fentanyl were located.

Randall was transported to the Windham County Sheriff's Office and processed. Randall was then released to a sober adult.

Description: On May 22nd, 2026 at approximately 0222 hours a Deputy with the Windham County Sheriff's Office assigned to the overnight paving detail on Western Avenue in the Town of Brattleboro, Vermont observed a white mini van enter on the Western Avenue and proceed into the construction portion of the roadway and continue driving toward the work being done.

The Deputy conducted a motor vehicle stop with the mini van and identified the operator as Claude Maillet. Subsequent investigation revealed that Maillet's privilege to operate in the State of Vermont was criminally suspended. Maillet was issued a criminal citation on scene and released. A passenger with a valid license then was able to take over operation.

The Windham County Sheriff's Office would like to remind the public to drive with due care when operating around and inside of a construction zone.

Windham County Regional Law Enforcement Governance Pilot Signed into Law

BRATTLEBORO, Vt. — The Windham County Sheriff’s Office is pleased to announce that S.255 has passed the Vermont Legislature and has been signed into law by Governor Phil Scott.

Following over three years of discussion and development, S.255 establishes a pilot framework for the Windham County Law Enforcement Governance Council, a regional governance model intended to help participating municipalities without police departments plan, fund, and deliver law enforcement and related public safety services. The law creates an opt-in structure for Windham County towns that choose to participate.

“This is an important step forward for Windham County,” said Sheriff Mark Anderson. “For decades, Vermont has struggled with the challenge of equitable access to law enforcement. Many communities have been working through the same challenge: how to provide reliable, professional, and affordable law enforcement services in a way that respects local control. S.255 gives Windham County towns a new tool to have that conversation and, if they choose, to work together to improve access to services using existing funding.”

Under this change in law, municipalities choose if they will participate. Non-participating municipalities will not be assessed costs related to the Council. The law does not upset existing services from the Sheriff, state police, municipalities, or mutual aid agreements. Instead, it gives towns a new way to engage in inter-municipal resource sharing that overcomes obstacles under current models.

“This law does not force a town to do anything,” Sheriff Anderson said. “It creates a pathway that is more efficient at delivering law enforcement services with existing funds. The real work is continuing the local conversations, identifying towns that wish to join, and establishing the governing body which we are beginning outreach on now. The governing body will be able to establish the levels of service and funding which we expect to be delivered to the voters of participating towns during Town Meeting of 2027. We anticipate participating towns will allocate the funding they currently appropriate to contract with my department to this program instead.”

The Windham County Sheriff’s Office thanks our legislators, municipal leaders, assistant judges, public safety partners, residents, and stakeholders who contributed to the discussion and development of this pilot model.


DUI #2 Violation Of Conditions Driving While Criminal Suspended

Description: On the aforementioned date and time a Deputy with the Windham County Sheriff's office received a call for a vehicle traveling south on Fort Bridgman Road coming from Brattleboro VT all over the road crossing the yellow line multiple times. Shortly after the vehicle was observed crossing the yellow line numerous times a traffic stop was initiated.
Upon making contact with the operator, clues of impairment were observed. The Operator Kevin A. Stevens was arrested after an investigation. Stevens was placed under arrest then transported to the Brattleboro Police Department for processing. Stevens was later released on a citation to appear at the Windham Superior Court, Criminal Division at a later date.

Description: On April 21, 2026 at approximately 13:42 hours, the Windham County Sheriff's Office received a 911 call reporting a single car motor vehicle collision on Back Westminster Road located in the town of Westminster. Upon arrival Deputies identified the operator as 26 year old Teresa Bratton of Bellows Falls, VT. Subsequent investigation revealed Bratton's privilege to operate a motor vehicle in the state of Vermont had been suspended at the beginning of April. The suspension stemmed from a DUI making the suspension criminal in nature. After refusing medical transport, Bratton was placed under arrest and transported to the Windham County Sheriff's Office for processing. Bratton was issued a citation to appear in Windham County Superior Court Criminal Division at a later date and was then released to herself. No one was injured as a result of the collision.

DUI Arrest-Rockingham

Description: On May 15th, 2026, at approximately 8:30 pm, a Deputy with the Windham County Sheriff's Office observed two vehicles traveling at very high rates of speed north bound on Rt. 103 in the Town of Rockingham. Both were side by side, with one of the vehicles in the breakdown lane and the other in the travel lane.

The Deputy stopped the vehicle speeding in the breakdown lane. Clues of alcohol impairment were observed from the operator, Murphy Senecal. Subsequent DUI investigation revealed that Senecal was impaired by alcohol rendering him unsafe to operate a motor vehicle. Senecal was arrested and processed at the Bellows Falls Police Department where he was issued a criminal citation and released to a sober adult.
