Description: Deputies with the Windham County Sheriff's Office have been pursuing leads to multiple on going cases within Windham County. Through extensive investigation Deputies identified Kalah Gharouni as the perpetrator and located her at a residence on South Pine Banks Road. Gharouni was also to be found to have an Active Instate Arrest warrant for her arrest. Gharouni was taken into custody and transported to the Windham County Sheriff's Office for processing. Gharouni was then transported to Southern State Correctional Facility and held in lieu of $200 bail.

Description: On the aforementioned date and time deputies with the Windham County Sheriff's Office conducted a traffic stop on Alice Holway Drive in Putney, Vermont after observing several motor vehicle violations.
Subsequent investigation revealed Roger Colby Sr as the operator and in turn was in violation of his court ordered conditions of release. Colby was placed under arrest and transported to the Windham County Sheriff's Office for processing. Colby was then released on a citation to appear before the Windham Superior Court, Criminal Division at a later date.

Description: On June 14th, 2025 Deputies with the Windham County Sheriff's Office were dispatched to Kurn Hattin Road for a report of a single vehicle motor vehicle accident. Upon arrival deputies located the crash vehicle abandoned. Through investigation deputies identified the occupants and proceeded to a residence on Patch Road.
Subsequent investigation through sworn verbal statements identified Spencer Clark, Age 25 of Grafton, Vermont. Deputies located Clark inside of the residence and ultimately took him into custody for the aforementioned charges.
At the completion of processing Clark was ordered held on $5000 bail at Southern State Correctional Facility.
Deputies were assisted by and want to thank the Vermont State Police Westminster Barracks, Bellows Falls Police Department, Springfield Police Department, Golden Cross Ambulance, Westminster Fire Department, and Bull Dog Towing.

Description: On May 24th, 2025 at approximately 2158 hours, the Windham County Sheriff's Office initiated a traffic stop on a silver Subaru Forester after observing a motor vehicle violation. Subsequent investigation led to the arrest of Christopher Therieau for possession of cocaine. As part of the investigation a purse belonging to Opal Vandusen of Brattleboro, Vermont was seized pending the application of a search warrant. Therieau was transported to the Windham County Sheriff's Office to be processed and then released on a criminal citation.
On May 30th, 2025, deputies executed a court ordered search warrant on a purse and located a small amount of suspected crack cocaine. On June 5th, 2025 Opal Vandusen was located and issued a criminal citation to appear before the Vermont Superior Court- Criminal Division- Windham Unit at a later date.

Description: On June 5th, 2025, at approximately 1 pm, the Windham County Sheriff's Office received information regarding the whereabouts of a wanted male in the area of Faith's Ford on US Rt. 5 in Westminster, VT. Deputies attempted to contact the male, identified as James Rowe of Putney, VT. Rowe fled from deputies on foot across an open farm field and into a wooded area along the Connecticut River.
Area schools were notified of a police presence in the area by the Windham County Sheriff's Office. Rowe had an active arrest warrant for a furlough violation. Rowe's underlining conviction was for Sexual Assault on a Minor.
The Windham County Sheriff's Office was assited by Bellows Falls Police Department, Vermont State Police, Walpole (NH) Police Department, and Windsor County Sheriff's Office-K9 Unit. Officers in a boat on the Connecticut River were able to spot Rowe on an embankment in Westminster, VT. Rowe was taken into custody without incident by deputies shortly after. This case is under investigation currently and additional charges may be forthcoming.

Fentanyl Trafficking Arrests-Dummerston

Description: On June 8th, 2025, at approximately 0220 hours, a deputy with the Windham County Sheriff's Office assigned to a highway safety detail observed a vehicle operating erratically northbound on Interstate 91. The Deputy conducted a traffic stop near MM 14 in the Town of Dummerston.
During the course of the investigation, deputies developed probable cause of criminal activity occurring. As a result of the investigation, the operator Joseph R. Kahlenbeck and passenger Ronald P. Laroche were found to be concealing over 100 glassine bags of Fentanyl between them both. Probable cause was further developed that the Fentanyl was brought into the State of Vermont via Interstate 91 from out of state.
Both males were arrested for Trafficking Fentanyl and Fentanyl-Transporting into the State and processed at the Windham County Sheriff's Office. Both males were released on criminal citations to
appear at a later date.

Charges: DUI #2; Leaving the scene of a crash; Negligent operation
Description: On May 23rd, 2025, at approximately 1912 hours, deputies with the Windham County Sheriff's Office responded to a reported motor vehicle crash on Back Westminster Rd in Westminster, VT. Upon arrival to the area, deputies located a single vehicle off the roadway and unoccupied.
A deputy located a male walking a short distance away. Also located was another motor vehicle, just north of the previous vehicle, that had sustained heavy rear end impact damage.
As a result of the investigation, the operator of the first vehicle, identified as Nathan T. Boily, was arrested for DUI. Investigation revealed that Boily, operating a motor vehicle and traveling south on Back Westminster Rd, struck a vehicle in traffic and left the scene without providing any information to the other operator. Boily and his vehicle, after continuing to drive south, left the roadway and into a ditch alongside Back Westminster Rd.
Boily was transported to the Bellows Falls Police Department for processing. As a result, Boily is charged with DUI #2, Leaving the scene of a crash, and negligent operation. He was issued a criminal citation and lodged at the Southern State Correctional Facility to be held until sober.
