Description: On July 24th, 2026 at approximately 2049 hours a deputy with the Windham County Sheriff's Office Patrol Division was traveling northbound on I-91 in the area of Mile marker 22. At approximately 2049 hours the Deputy observed a dark colored sedan traveling north without headlights or taillights activated as required during the night time. The Deputy further observed the sedan fail to maintain its lane of travel and speed in excess of 90 miles per hour on a 65 mile per hour road.

The Deputy attempted to conduct a motor vehicle stop on the sedan at which point the sedan began increasing speed and further failed to yield to both blue emergency lights and siren. The Sedan continued northbound increasing speeds in excess of 120 miles per hour and the deputy discontinued his attempt to stop the motor vehicle. Shortly thereafter a BOL was issued for the sedan and the Weathersfield Police Department located the sedan traveling Northbound near mile marker 48. The sedan again failed to yield and stop for law enforcement and a pursuit was initiated. The Sedan eventually was stopped at Exit 9 in Hartland and the operator identified as Jason Culbert of Middletown Connecticut.

Culbert was transported to the Windsor Police Department for processing and is facing criminal Charges in both Windham and Windsor County. Culbert was later lodged at Southern State Correctional Facility on $25,000 bail

Arrest on Warrant - Vernon

Description: On July 17th, 2026, a Deputy with the Windham County Sheriff's Office Patrol Division responded to a residence on Vernon Estates Road in Vernon, Vermont for a reported disturbance. While on scene a involved female was identified as Crystal Barber of Brattleboro Vermont.

During a routine check the Deputy learned Barber had an active in state cite and release warrant from the Town of Brattleboro. The Deputy issued Barber her new criminal citation to appear before the Windham Superior Court, Criminal Division on 07/20/2026 at 1230.

Barber was issued a citation to appear in court at a later date.

Excessive Speed and Negligent Operation in Vernon

Description: On the aforementioned date and time, a Deputy was on scheduled patrol on Pond Road in the town of Vernon, when he observed a green Kawasaki motorcycle traveling at 75mph in the posted 35mph zone. The Deputy located the motorcycle a short time after due to the operator losing control of the motorcycle and crashing at the intersection of Newton Road. The operator identified as Connor M. McPhail did not sustain injuries and only sustained minor property damage to the motorcycle due to the crash. McPhail was issued a citation to appear in Windham Superior Court Criminal Division to answer the above listed charges and was released.

The juvenile was released from the scene on a citation to appear in the Windham Superior Court, Family Division at a later date. They were also issued a traffic ticket for the civil speeding violation.

Description: On June 6th, 2026, deputies with the Windham County Sheriff's Office were notified of a motor vehicle accident on Mill Street in Putney, Vermont.

Deputies arrived on scene and subsequently learned that one of the operators had left the scene prior to the deputies' arrival and was seen loading alcoholic beverages into a cooler before leaving the scene on foot.


Deputies identified the operator as David Lackey of Putney, Vermont and located him at his residence. Lackey was subsequently placed under arrest and transported to the Windham County Sheriff's Office for processing. Lackey was then issued a criminal citation to appear before the Windham Superior Court, Criminal Division on June 16th, at 0830.
