Two arrested on Warrants in Londonderry

Charges: Arrest on Warrants

Description: On September 21st, 2022, at approximately 1:30 pm, deputies with the Windham County Sheriff's Office responded to the Magic View Motel in Londonderry, VT for a reported disturbance. While on scene, deputies identified two individuals with active arrest warrants. Identified as, Felicia Woodruff and Mathew Carr. Both were taken into custody and transported to the Southern State Correctional Facility.

Charges: Fugitive from Justice; Violation of Conditions of Release

Description: On September 21st, 2022, at approximately 11:53 pm, a Deputy from the Windham County Sheriff's Office located a vehicle off of Henwood Hill Rd. in Westminster. An occupant, Savannah L. Parker was found to have an active arrest warrant out of The State of New Hampshire for drug related crimes. Parker was also found to be in violation of court ordered conditions in Vermont. She was arrested and ordered held on $10,000 cash or surety bond. She was transported to the Southern State Correctional Facility soon after. This case remains under investigation. The Bellows Falls Police Department assisted with this investigation.

Sheriff's Coverage Returns to Brattleboro Courthouse

Brattleboro -- The Windham County Sheriff's Office and the Vermont Judiciary have signed a contract for the Sheriff's Office to provide law enforcement coverage at the Superior Court in Brattleboro. The Vermont Judiciary by statute is responsible for establishing security in courthouses.

"We appreciate the recognition of the value of a deputy sheriff working at the Brattleboro courthouse," shared Sheriff Mark Anderson. "There came a point in 2016 where the services needed by the Judiciary were beyond the State's financial capacity. At that time, the State wouldn't cover the cost of our personnel."

The Judiciary and the Sheriff signed an agreement on August 9th to return one sworn deputy sheriff to the Superior Courthouse in Brattleboro. This presence can help alleviate demand on the Brattleboro Police Department who became responsible for response to crimes and offenses at the courthouse.

“The Judiciary is so grateful to have a Windham County Sheriff presence at the Windham Superior Courthouse once again, and to the Legislature for providing the necessary funding,” said State Court Administrator Therese Corsones. “We’re also grateful to the Brattleboro Police Department and to private security for their combined work ensuring a safe and secure courthouse in Brattleboro. Many thanks to our justice partners for this very welcome result.”

The return is the result of joint efforts of the Vermont Judiciary and the Vermont Sheriffs' Association who worked with the Legislature to identify the needs and funding to accomplish this. "We will work to integrate and compliment the private security who will continue their work at the courthouse," Sheriff Anderson concluded.

Description: On August 12th, 2022, at approximately 1845 hours, a deputy with the Windham County Sheriff's Office was dispatched to a residence on Cemetery Rd. in Putney, VT for a reported disturbance. As a result of the investigation, Steven V. Miiller was arrested for domestic assault and interference with access to emergency services. He was later released on citations with conditions.

Description: On 08/11/22 at approximately 1211 hours, the Windham County Sheriff's Office responded to a single vehicle crash near #3752 VT Route 100 in S. Londonderry. During the investigation signs of impairment were observed and a controlled substance was located. After being medically cleared, Kristen was released to a sober adult on a citation to appear in the Windham Superior Court, Criminal Division at a later date.

Description: On 08/16/22 at approximately 1801 hours, Loriston Fennel was arrested by the Windham County Sheriff's Office after the vehicle he was operating was observed to be traveling 98 mph in the posted 65 mph speed zone. Loriston was released on a citation to appear in the Windham Superior Court, Criminal Division at a later date. He was also issued a traffic ticket for the civil speeding violation.

Description: On August 5th, 2022, at approximately 8:15 pm, deputies from the Windham County Sheriff's Office stopped a vehicle being operated by Arthur D. Madore Jr.

Deputies, along with officers from the Bellows Falls Police Department received a report of a possible intoxicated driver in Bellows Falls. Deputies located the vehicle in question on US Rt. 5 in Westminster. While investigating this incident, Madore displayed clues of impairment and was arrested soon after. Madore was processed and issued a citation to appear at a later date.

Description: On 07/15/22 Nathan Barnard was arrested by the Windham County Sheriff's Office after it was found that Barnard had violated a Final Relief from Abuse Order by being at a restricted location and having contact with a protected person. Barnard was cited and then lodged at the Southern State Correctional Facility for violating his probation order as well.
