Man arrested for Excessive Speed

Description: On 11/28/22 at approximately 1430 hours, Christopher D Ellis was arrested by the Windham County Sheriff's Office after the vehicle he was operating was observed to be traveling 76 mph in the posted 40 mph speed zone in front of the Marlboro School. Christopher was released on a citation to appear in the Windham Superior Court, Criminal Division at a later date. He was also issued a traffic ticket for the civil speeding violation.

Description:On 11/25/22 at approximately 1307 hours Cameron Johnson was arrested by the Windham County Sheriff's Office after the vehicle he was driving was observed traveling north on Route 5 by the Putney Diner with no rear license plate visible. During the stop it was discovered that Cameron's privilege to drive in the state was suspended. He was released on a citation into the Windham Superior Court, Criminal Division at a later date. He was also issued a ticket for failure to display license plate.

Charges: False Pretenses, Identity Theft, Uttering a Forged Instrument

Description: On November 25th, 2022, at approximately 1636 hours, the Windham County Sheriff's Office was dispatched to M&T Bank in Putney, VT for a report of a possible fraud case. Upon the arrival of deputies, they learned that an unknown male had presented a driver's license of another (actual banking customer) with this individual's photo on it in an attempt to defraud the customer and bank of US Currency.

While on scene, it was learned that the individual was now at the Bellows Falls branch of M&T Bank. Bellows Falls Police officers along with officers from the Walpole (NH) PD responded and located the male. As a result of the investigation the male was actually identified as, Ronald J. Freeman II, of the Bronx, NY. It was further learned that Freeman had attempted a similar transaction in Bellows Falls as well as he had in Putney. He was arrested by officers and deputies from the Bellows Falls PD and Windham County Sheriff's Office and transported to the Bellows Falls Police Department for processing. He was ordered held on $25,000 cash or surety bond with conditions and a citation to appear on 11/28/22 at 12:30 pm. He was lodged in lieu of bail at the Southern State Correctional Facility soon after.

Charges: Trafficking Fentanyl and Possession of Cocaine (Crack)

Description: On 11/20/22 at approximately 1:15 am, a Deputy with the Windham County Sheriff's Office assigned to a highway safety detail, stopped a vehicle on US Rt. 5. During the course of the stop, probable cause was developed regarding a drug investigation. A consent search of the vehicle and occupants was conducted. Approximately 145 glassine bags of suspected Fentanyl were located in total and over 2.5 grams of cocaine was located as well. Seth Allen Scaplen, Robert A. Tobin, and Samantha A. Lewis were all arrested, processed, and released on citation to appear at a later date. The Windham County Sheriff's Office was assisted by the Bellows Falls Police Department and Walpole (NH) Police Department.

DUI-Drug arrest-Westminster

Charges: DUI-Drugs

Description: On November 17th, 2022, at approximately 2210 hours, a deputy with the Windham County Sheriff's Office and a Vermont State Trooper contacted a male alongside US Rt. 5 in Westminster. The male, identified as Frank E. Clement, had operated a motor vehicle on US Rt. 5. where he drove off the roadway and walked from his vehicle. He later collapsed, where a citizen located the individual and flagged down police.

Clement was found to be not conscious and not breathing. Lifesaving aid was provided by the Deputy and Trooper. After Clement gained consciousness, he was evaluated by EMS and transported to the hospital. Deputies met with Clement at Springfield Hospital, where he was arrested for DUI-Drugs. He was released on citation to appear at a later date.

Description: On 10/29/22 at approximately 1933 hours, Abo Shamuelov was arrested by the Windham County Sheriff's Office after the vehicle he was operating was observed traveling at 116 mph in the posted 65 mph zone on I-91 near MM 34 in Rockingham. Abo was released on a citation to appear in the Windham Superior Court, Criminal Division at a later date. He was also issued a traffic ticket for the civil speeding violation (51 mph over the posted speed limit) with a waiver penalty of $751.

Cobb, was found to be impaired by alcohol rendering him unsafe to operate a motor vehicle. Cobb was arrested and transported to the Bellows Falls Police Department for processing. Cobb was processed and released on a criminal citation for a later date. He was charged with DUI #2.
