Description: On 11/25/25 at approximately 1151 hours, Paul J. Dowd was stopped by the Windham County Sheriff's Office after the vehicle he was operating was observed traveling 89 mph in the posted 50 mph speed zone on Rockingham Rd. The operator was released from the scene on a citation to appear in the Windham Superior Court, Criminal Division at a later date. He was also issued a traffic ticket for the civil speeding violation.

Description: On November 8th, 2025, deputies with the Windham County Sheriff's Office responded to a report trespassing at an address on Shag bark Hill in Putney, Vermont. When deputies arrived, they located a vehicle attempting to leave the property and made contact with two males identified as Michael Sykie of Charlestown, New Hampshire and Joshua Snide of Chester, Vermont. While speaking with both occupants deputies observed drug paraphernalia inside of the vehicle. Both occupants denied consent to search the vehicle and the vehicle was subsequently seized pending the application of a search warrant. Sykie and Snide were then issued a criminal citation for unlawful trespass and released from the scene.
On November 14th, 2025 deputies executed a court approved search warrant on the seized vehicle and located several containers and a plastic tied bag with purple powder inside that later tested presumptively positive for fentanyl. Deputies also located a small amount of cocaine, and a loaded firearm inside of the vehicle.
On 11/20/2025 Sykie turned himself in to the Windham County Sheriff's Office and was processed for the aforementioned charges.

Description: On the aforementioned date and time deputies with the Windham County Sheriff's Office responded to the Westminster Station Market for a reported hit and run accident. Subsequent investigation revealed that Annalicia Blake of Marlboro Vermont had operated a motor vehicle with a criminally suspended license and backed into a parked vehicle in a parking lot. Blake then left the scene without exchanging information.
Blake was later located and placed under arrest for the above charges. Blake was transported to the Windham County Sheriff's Office to be processed an released on a citation to appear in court at a later date.

Description:
On the aforementioned date and time, a deputy with the Windham County Sheriff's Office observed a vehicle speeding well in excess of the posted 50 mile per hour speed limit. The deputy confirmed on radar the truck was traveling at a speed of 89 miles per hour in a posted 50 miles per hour. The operator was issued a civil ticket for his speed and a criminal citation to appear at a later date.

Description: On November 21st, 2025, Deputies with the Windham County Sheriff's Office arrested Devon Hardy of California at a residence on Pine Banks Rd. in Westminster, VT. Hardy had an active arrest warrant issued by the State of New Hampshire as well as an active in-state arrest warrant in the State of Vermont. Hardy was processed at the Windham County Sheriff's Office where he was ordered held on $50,000 cash or surety bond for the Fugitive from Justice charge as well as $200 for the VT in-state arrest warrant. Hardy was lodged at the Southern State Correctional Facility and issued a criminal citation to appear on 11/24/25.

Description: On June 4th, 2025, the Windham County Sheriff's Office began an investigation into a report of an individual who acted in a lewd and lascivious manner, which occurred at the Trailside Condos in Londonderry, VT. Investigation revealed that the individual in question was Jason S. Ellis of Dedham, MA.
On 11/20/25, Ellis was arrested at the Windham County Sheriff's Office by a Detective and appeared in the Vermont Superior Court-Criminal Division-Windham Unit the same day.

Description: On the aforementioned date and time a deputy responded to a vehicle off the roadway on the I-91 Access Road. Subsequent investigation determined the vehicles operator identified as Jennifer Barr of Springfield, Vermont had failed to safely turn onto the I-91 on Ramp and went off the road. Barr was then screened and later arrested for driving under the influence.
Barr was transported to the Windham County Sheriff's Office and processed. Once processing was complete Barr was transported to Southern State Correctional Facility to be held until sober.

Description: On October 30th, 2025, deputies with the Windham County Sheriff's Office were dispatched to a residence on Old Athens Road for a reported Domestic Assault. Subsequent investigation gave deputies probable cause to arrest John Hayward for the crime of domestic Assault.
Hayward was transported to the Windham County Sheriff's Office for processing. Hayward was then lodged at Southern State Correctional Facility in lieu of $200 bail. Hayward was also issued a criminal citation to appear before the Vermont Superior Court - Criminal Division - Windham Unit on October 31st, 2025 at 1230.
