Probation arrest warrant-Putney

Description: As a continued effort to address criminal activity on Shag Bark Hill in Putney, a Detective with the Windham County Sheriff's Office arrested Jason L. Fournier of St. Johnsbury at 20 Shag Bark Hill.

On March 8th, 2025, at approximately 2150 hours, the Detective identified Fournier after finding he had an active arrest warrant issued by the VT Department of Corrections-Division of Probation and Parole. The underlining charge for probation was Burglary. Fournier was arrested and transported to the Southern State Correctional Facility where he was held without bail.

1) Driving Under the Influence-first offense

Description: On March 8th, 2025, at approximately 0153 hours a deputy with the Windham County Sheriff's Office contacted a vehicle at a closed business on Carol Brown Way in Putney, VT. The vehicle was observed prior to this operating on the roadway. The operator was identified as Devin Roberts age 24 of Putney. Roberts showed clues of alcohol impairment.

Roberts consented to field sobriety exercises and was subsequently placed under arrest for driving under the influence of alcohol. Roberts was transported to the Bellows Falls Police Department for processing. Upon the completion, Roberts was released on a criminal citation to a sober adult.

Description: On 3/7/25, Deputies with the Windham County Sheriff's Office received a 911 call in the Town of Westminster for a vehicle into a ditch on Greenhouse Rd. by Kurn Hatten Rd.

Upon arrival Deputies identified the operator to be Storm Rowe age 24 of Jamaica Vermont. While Rowe was speaking with deputies several signs of impairment were observed. As a result of the investigation, Rowe was placed under arrest for DUI.

Rowe was transported to the Bellows Falls Police Department for processing. Rowe was found to be on probation for prior DUIs and was requested to be held at the Southern State Correctional Facility by the VT Dept. of Corrections-Division of Probation and Parole.

Description: After a months long investigation, the Windham County Sheriff's Office applied for and was granted a court ordered search warrant for a property on Shag Bark Hill in Putney, VT.

On March 6th, 2025, at approximately 0530 hours, members of the Windham County Sheriff's Office with the assistance of officers from the Bellows Falls and Brattleboro Police Departments executed the court ordered search warrant at a property on Shag Bark Hill in Putney, VT.

The following individuals were arrested and charged as a result of the investigation: Terry A. Parson for the Trafficking of Fentanyl and Possession of Cocaine-Greater than 2.5 grams; Shamaine Cunningham-for having an active arrest warrant; Mystidawn Occonor-Richards for having an active arrest warrant; Kelly A. Gobin for possession of cocaine-less than 2.5 grams. Shamaine and Mystidawn were transported to the Superior Court of Vermont-Criminal Division-Windham Unit to be arraigned on their active arrest warrants. Kelly and Terry were transported to the Windham County Sheriff's Office for processing and released on citation to appear at a later date.

The Windham County Sheriff's Office would like to thank the Brattleboro Police Department, Bellows Falls Police Department, and Rescue Inc for their assistance in this case.

Putney Arrest-Eluding/Gross Neg Op/ Leaving scene of crash

Charges: Eluding law enforcement, Gross negligent operation, Leaving the scene of a crash;

Description: On December 20th, 2024, at approximately 1805 hours, a deputy with the Windham County Sheriff's Office attempted to stop a vehicle for a motor vehicle infraction on Main St. in Putney, VT. The vehicle continued on after being signaled to stop, turned around in the Sunoco gas station, then rapidly accelerated north on US Rt. 5 and onto Main St. again in Putney. After leaving the parking lot, the vehicle struck another motor vehicle in traffic at the intersection of Landing Rd, Carol Brown Way, and Main St. in Putney, VT. No injuries were reported as a result.

The fleeing vehicle then continued north on Main St. where it stopped near the Putney Library and the operator fled on foot. Deputies canvassed the area and followed footprints. After following footprints to an address on Shag Bark Hill in Putney, it was believed the original operator had fled a residence into the woods using an all-terrain vehicle (ATV). Deputies continued investigating this incident over the following months.

At the conclusion of this investigation, the operator was found to be Stephen R. Mecheski of Putney, VT. Stephen was interviewed by a Deputy on 2/20/25, where he was arrested and issued a citation to appear at a later date.

Description: On 02/11/25 at approximately 1030 hours, Jacob K Woodard was arrested by the Windham County Sheriff's Office after the vehicle he was operating was observed to be traveling 80 mph in the posted 50 mph zone on Rockingham Rd in Rockingham. Jacob was released on a citation to appear in the Windham Superior Court, Criminal Division at a later date. He was also issued a traffic ticket for the civil speeding violation.

Subsequent investigation revealed, both Heather Walker age 39 and Rufus Williams age 31 had active instate warrants for their arrest. Williams and Walker were placed under arrest and transported to Southern State Correctional Facility where they were held on bail.

Description: During the evening hours of Friday, February 7th, 2025, deputies with the Windham County Sheriff's Office conducted saturation patrols on various roadways throughout our more rural towns within the county. Deputies focused on aggressive driving in these towns which saw a high volume of traffic.

During this patrol, deputies conducted 33 traffic stops, issued 24 Vermont Civil Violation Complaints and 13 warnings. The Windham County Sheriff's Office continues to focus on locating aggressive drivers throughout the county and remind everyone to drive safely on our roadways.
