Description: On 10/15/24 at approximately 1509 hours, a Youthful Offender was arrested by the Windham County Sheriff's Office after being stopped for traveling 99 mph in the posted 65 mph speed zone on I-91 near Exit 2. The operator was released from the scene on a citation to appear in the Windham Superior Court, Family Division at a later date. The operator was also issued a traffic ticket for the civil speeding violation.

Description: On 9/9/2024 at approximately 1920 hours Brian Brownell was arrested by the Windham County Sheriff's Office after the vehicle she was operating was speeding. Brownell ran from the vehicle and falsified information to a law enforcement office. It was found that Brownell's license to operate a motor vehicle was suspended criminally as well. He was processed and and brought to Southern State Correctional Facility and given a citation to appear at the Windham Superior Court, Criminal Division at a later date.

Description: On September 23, 2024 at approximately 0955 hours, Multiple Deputies with the Windham County Sheriff's Office as well as Putney Fire and Rescue, responded to the boat launch located on Putney Landing Rd. in Putney,VT for a report of a male slumped over the steering wheel in a red passenger car. Upon investigation, it was discovered that the male, 54 year old Trampas W. Farrell of Westminster, VT, was under the influence of alcoholic beverages. It was later discovered that this was Farrell's third subsequent DUI, making the charge a felony.

Farrell was brought to the Bellows Falls Police Department for processing. Farrell was flash cited to appear in the Windham Superior Court-Criminal Division on September 24, 2024 at 1230 hours.

Charges: Fugitive from Justice, Failure to return a rented motor vehicle, false information to law enforcement, violation of conditions of release

Description: During the month of September 2024, the Windham County Sheriff's Office investigated the failure to return a rented motor vehicle from a business in Westminster, VT. Through the course of the investigation, it was determined that Shawna M. Davignon, had failed to return a rented motor vehicle. Davignon further provided false information to police reporting the vehicle stolen. Deputies, along with officers with the Bellows Falls Police Department recovered the vehicle at a location in Rockingham, VT on the evening of 9/13/24. Investigation further revealed that Davignon had an active arrest warrant issued by the Commonwealth of Virginia and was under court ordered conditions in Vermont.

Officers with BFPD and a deputy located Davignon at her residence in Bellows Falls on 10/5/24. Davignon was arrested and transported to BFPD for processing. Davignon was ordered held on $15,000 cash or surety bond with conditions and was lodged at the Southern State Correctional Facility.

Description: During the month of September 2024, the Windham County Sheriff's Office worked in conjunction with the Vermont Department of Children and Families regarding a report of lewd conduct with a child in South Londonderry, VT. As a result of the investigation, Michael R. Clark is being charged with Lewd Conduct with a Child. On October 2nd, 2024, Clark was located at a residence in Weston, VT where he was arrested by deputies. Clark was transported to the Windham County Sheriff's Office for processing. Clark was ordered released on conditions with a criminal court date of 10/3/24.

Person impersonating deputy making scam calls

The Windham County Sheriff's Office has received a complaint recently of persons calling from a spoofed department phone number claiming to be "Captain Michael Wells" of the Windham County Sheriff's Office. The scam caller reported that a court appearance had been missed and a warrant was issued for the complainant's arrest. The call was terminated before further information about the scam could be gathered.

The Windham County Sheriff's Office would like to remind members of the public to not give out personal information over the phone to unknown callers, even if it appears legitimate. Warrants issued for a person's arrest can be addressed by turning yourself into local law enforcement or at the courthouse. The purpose of an arrest warrant is to get a person in front of a judge There is no method for addressing a warrant over the phone. Similar scams have attempted to gather money, gift cards, and other items of value to "settle the fine".

If you receive a phone call like this, collect what information you can, and contact your local law enforcement agency through an independently verified source of contact information. Do not give out personal information to sources you don't trust.


Credit card fraud/arrest on warrant-Westminster

Charges: False pretenses/tokens and petit larceny.

Description: On August 28th, 2024, the Windham County Sheriff's Office took a complaint from a resident in Westminster, VT regarding a fraudulent use of their credit card. The complainant further stated that money was missing from their possession as well.

As a result of this investigation, probable cause was developed to charge Tara Villeneuve with false pretenses/tokens and petit larceny. It was further learned that Villeneuve had an active arrest warrant in Vermont for unrelated offenses. Villeneuve was located at Great River Terrace in Brattleboro on 8/28/24 by deputies and arrested. She was issued a criminal citation to appear on 10/1/24 and transported to the Superior Court of Vermont-Criminal Division-Windham Unit soon after to appear before the court.
